On March 29, 1995, The 68th Oregon Legislative Assembly honored native Oregonian Carl Barks with a special Joint Memorial. This memorial was mailed in commemorative envelopes postmarked on March 31, 1995.

JOINT MEMORIAL
Whereas
native Oregonian Carl Barks wrote and drew comic books featuring Donald
Duck and Uncle Scrooge for more than 25 years and is known as the "Good
Duck Artist" to
millions fans who grew up with his work; and
Whereas
Carl Barks was instrumental in defining the character of Walt Disney's
irascible Donald by doing 36 Donald Duck cartoons for Walt Disney in the
1930s; and
Whereas Carl Barks created Duckburg and many popular Disney characters,
including Donald Duck's tight-fisted Uncle Scrooge; and
Whereas
the comic books of Carl Barks reached an estimated audience of 10
million readers during the 1950s and reprints of his stories continue to
entertain the children the 1990s; and
Whereas an exhibition of 40 Carl Barks Disney
oil paintings recently traveled to art galleries around the world; and
Whereas
Carl Barks has been the recipient of many awards, including the highest
award presented in Paris by the Lord Mayor and the prestigious Disney
Legend Award presented by Roy Disney and Michael Eisner, has lent his
name to the Barkster
Award, an award presented to artists for lifetime achievement in
American cartooning; and
Whereas Carl Barks
was born in and still resides in southern Oregon and continues to
represent our state throughout the world with humor and charm;
Now, therefore, Be It Resolved
by the Legislative
Assembly of the State of Oregon: That we, the members of the Sixty
Eighth Legislative Assembly extend a warm welcome to Carl Barks and
express our sincere gratitude for the joy and happiness that his
outstanding career has brought to generations of Americans; and
Be it further Resolved, that a copy of this
memorial be presented to Carl Barks as an expression of our esteem.
